Türkiye launches pilot ETS, allows carbon credit use from 2027

Türkiye has launched a pilot phase for its national Emissions Trading System (TR ETS), with compliance obligations beginning for 2027 emissions. The Carbon Market Board (CMB) decided in October 2026 to include five sectors: electricity, cement, iron and steel, aluminium, and fertilisers, mirroring the EU CBAM. Notably, carbon credits can be used for compliance in the pilot phase if specifically approved by the CMB, allowing up to 10% of ETS obligations to be covered by domestic credits. This move follows the enactment of Climate Law No. 7552 in July 2025 and the TR ETS Regulation in August 2026, establishing a framework for a national carbon market.
